Argues that the PRS approach reflects in theory a new quality in the relationship between donors and countries like Zambia. While the Zambian Government reveals serious weaknesses in the implementation of the strategy, the donor community is also not implementing the new principles adequately. Firstly, the operational basis of many donors is still driven by their own interests and policy agendas, and not or only half-heartedly by the Zambian PRS. Secondly, almost six years after the introduction of the PRS approach the harmonisation of aid modalities is still in its infancy. Thirdly, donors fail to use the opportunity to strengthen reform forces within the country.
