While the Zambian Government reveals serious weaknesses in the implementation of the strategy, the donor community is also not implementing the new principles adequately. Firstly, the operational basis of many donors is still driven by their own interests and policy agendas, and not or only half-heartedly by the Zambian PRS. Secondly, almost six years after the introduction of the PRS approach the harmonisation of aid modalities is still in its infancy. Thirdly, donors fail to use the opportunity to strengthen reform forces within the country. Argues that by 1924 there were already four clearly defined groups within the territory (the Colonial Officials, the Miners, traders and farmers, the Missionaries and the Africans), and that each of these categories of people had their own view of how the territory should be developed.
